Community Development Block Grant (CDBG) Program
Preparations for FFY 2012 Community Development Block Grant (CDBG) Program funding are underway. The Mifflin County Planning and Development Department is requesting applications for community development projects funded by the County’s FFY 2012 CDBG Program.
An informational meeting was held on Thursday, January 26, 2012 for potential applicants to review the application process and estimated timelines; eligible and fundable activities; sub-recipient agreements; samples of required documentation; and estimated funding levels for Planning Administration, Public Services, Housing, Public Facilities, Economic Development and meeting an urgent need in the Community.

Applications must be submitted to the Mifflin County Planning and Development Department by the deadline of 3:30 PM Friday, February 17, 2012. Applications (Microsoft Word and PDF formats) can be accessed below. A hard copy can be requested by contacting the Planning and Development Department (contact information below).
In accordance with 24 CFR 570.201, only eligible and fundable activities will be considered for funding. Projects can qualify based on census data or based on an income survey for the benefit area. Income surveys are conducted by the Planning and Development Department in conjunction with the applicant organization. Projects that benefit an area that contain at least (51%) low to moderate income individuals qualify. For example, if at least 51% of the residents in the service area are low-moderate income, improvements to a public park, such as installing new playground equipment, street resurfacing, public sewer systems, and ADA modifications to public facilities are eligible and fundable activities. Elderly, abused children, battered spouses, homeless persons, illiterate adults, persons living with AIDS and migrant farm workers are presumed to be principally low and moderate income persons. Projects exclusively serving this population qualify without income surveys.
All applicants are required to attend the mandatory public hearing of the Mifflin County Planning Commission on Thursday, February 23, 2012 at 3:30 PM in Meeting Room A on the 2nd Floor of the Mifflin County Courthouse, at which time applicants will be provided an opportunity to present their proposal to the Mifflin County Planning Commission and the Planning and Development Department staff.
