American Rescue Plan Act


The ARPA Pre-Application Process is now closed.  All submitted materials will be considered through the county’s evaluation process.  The county will announce when the initial evaluation stage is complete.



Pre-Application Process​

On March 11 2021, President Biden signed the American Rescue Plan Act into law.  A State and Local Fiscal Recovery Fund was established by the law to allow for local governments to receive relief from the Covid-19 pandemic.  The Rescue Plan will provide needed relief to local governments to enable them to continue to support the public health response and lay the foundation for a strong and equitable economic recovery. In addition to helping these governments address the revenue losses they have experienced as a result of the crisis, it will help them cover the costs incurred due responding to the public health emergency and provide support for a recovery – including resources to invest in infrastructure, including water, sewer, and broadband services. 

The Mifflin County Commissioners are seeking possible projects ideas, interest, and needs throughout the community.  The information is being gathered via a Pre-Application to provide some basic information about the project.  The Commissioners are seeking projects from Municipalities, Non-Profit Organizations, and Broadband Providers that comply with the eligible projects laid out by the American Rescue Plan.  The Pre-Application process is open from May 1 to June 30, 2022.  Further information can be directed to Planning Director Mark Colussy at (717) 242-0887.  You can either drop off the application in the Planning & Deveopment office or email it to Director, Mark Colussy at MColussy@mifflinco.org.
