The application cycle is open and applications must be submitted to the Mifflin County Planning and Development Department by the deadline of 4:00 PM Friday, August 5, 2016. In accordance with 24 CFR 570.201, only eligible and fundable activities will be considered for funding. Projects can qualify based on census data or based on an income survey for the benefit area. Income surveys are conducted by the Planning and Development Department in conjunction with the applicant organization. Projects that benefit an area that contain at least (51%) low to moderate income individuals qualify. For example, if at least 51% of the residents in the service area are low-moderate income, improvements to a public park, such as installing new playground equipment, street resurfacing, public sewer systems, and ADA modifications to public facilities are eligible and fundable activities. Elderly, abused children, battered spouses, homeless persons, illiterate adults, persons living with AIDS and migrant farm workers are presumed to be principally low and moderate income persons. Projects exclusively serving this population qualify without income surveys.
